Held under the patronage of HH the Amir Sheikh Tamim bin Hamad Al Thani, the State of Qatar hosted its annual flagship summit, Doha Forum, bringing together leaders from across government, foreign policy, humanitarian aid, business, and media.
The event’s 23rd edition took place under the theme of “Justice in Action: Beyond Promises to Progress”, calling on leaders to take concrete actions and reaffirming the State of Qatar’s commitment to addressing some of the world’s most pressing challenges through collaboration.
Senior officials, including HE Sheikh Mohammed bin Abdulrahman Al Thani, Prime Minister and Minister of Foreign Affairs, took part in panel sessions during the forum, discussing critical issues with international partners, underlining the State of Qatar’s commitment to advancing justice and deepening cooperation.

In an engaging session, the International Media Office presented a panel titled “What Happens Now? Media Power and the Search for Truth in the Age of Distrust”, a forward-looking discussion investigating why the media landscape has fragmented, how new power dynamics are forming, and what this means for the future of journalism and the pursuit of truth.

HE Sheikh Mohammed bin Abdulrahman Al Thani, Prime Minister and Minister of Foreign Affairs, spoke during the opening session, sharing the State of Qatar’s commitment to international justice
On 6 December 2025, HE Sheikh Mohammed bin Abdulrahman Al Thani, Prime Minister and Minister of Foreign Affairs, delivered a speech during the opening session of the Doha Forum.
His Excellency reaffirmed the State of Qatar’s belief that “justice is not merely a political objective but a fundamental pillar for maintaining international peace” and that “only just solutions can create sustainable peace and prevent the ongoing cycle of conflict and division”.
His Excellency warned that “the absence of accountability remains one of the most dangerous manifestations of dysfunction in our international system” and that the world “needs to restore confidence in the rule of law and foster a more just international system”.
His Excellency emphasised the necessity of inclusive collaboration and greater understanding in mediation and peacebuilding efforts, stating: “Mediation is neither a political luxury nor a self-serving choice for us. It is a deeply rooted approach that we pursue sincerely, based on our belief that building genuine peace begins with inclusion rather than exclusion and with expanding common ground rather than deepening divisions”.

HE Sheikh Mohammed bin Abdulrahman Al Thani, Prime Minister and Minister of Foreign Affairs, participated in a panel discussion alongside Kaja Kallas, High Representative for Foreign Affairs and Security Policy and Vice President, European Commission, HE José Manuel Albares, Minister of Foreign Affairs, European Union and Cooperation, Kingdom of Spain, and HE Hakan Fidan, Minister of Foreign Affairs, Republic of Türkiye.
His Excellency outlined Qatar’s approach to mediation, stating: “Whenever we embark in any mediation efforts, we need to look at the destination. In order to create a condition for peace and coexistence, you need to show them the prosperity; you need to show them what can be built. Trying to widen the foundation of common interest between the parties is a key factor to achieve a successful mediation”.
His Excellency also discussed the State of Qatar’s mediation efforts to find a lasting peace between the Palestinian and Israeli people, stating: “A ceasefire cannot be completed unless there is a full withdrawal of Israeli forces and stability back in Gaza. Resolving the catastrophe of the last two years is not enough because there is a root for this conflict; it involves the West Bank and the rights of the Palestinians for their state. We will keep pushing to find a long-lasting solution that provides justice for both peoples”.
Separately, His Excellency discussed the State of Qatar’s approach to securing the ceasefire in Gaza in an interview with US media personality Tucker Carlson, stating: “The issue is that if the Israeli forces remain there, if the violations remain and keep happening in Gaza, this conflict can escalate again – that is what all of us we want to avoid. The best plan is to apply what has been already agreed on in the plan that President Trump has launched and the countries in the region have supported – to rebuild Gaza for the Gazan people to remain there”.
During the interview, His Excellency clarified the State of Qatar’s financial support to Gaza, stating: “All our aid and all our support in financing [that] they claim went to Hamas, went to Gaza, went to the people, and it was a very transparent process that the United States is fully aware about. Israel was the one facilitating, and it's not one government, it was across governments. Netanyahu, Bennett, we have dealt with all the agencies”.
His Excellency also outlined attempts to damage the relationship between the State of Qatar and the United States, stating: “There are a lot of players putting a lot of efforts to sabotage the relationship between Qatar and the United States, to try to demonize anyone who will come to this country. Our efforts when we are lobbying or doing our outreach in the United States is to make sure that this relationship is safeguarded. And the relationship for us is mutually beneficial”.

Media Power and the Search for Truth in the Age of Distrust”, the International Media Office convened renowned new media leaders to examine why the media environment has become so fractured, the emergence of new power structures, and what these shifts mean for the future of journalism and the ongoing quest for truth.
The panel featured Neil Patel, CEO and Co-Founder of the Tucker Carlson Network; Rory Stewart, Co-Host of The Rest is Politics; Alex Brusewitz, CEO of X Strategies; and Nika Soon-Shiong, Publisher of Drop Site News.
The engaging discussion ranged from highlighting the struggle and courage of journalists working in Gaza, the significance of social media platforms and impact of new age media, and the rapid spread and dangers of misinformation.

HH Sheikha Moza bint Nasser spoke at the event’s closing ceremony, concluding Doha Forum with a call to translate dialogue into meaningful action to work towards a more just world.
Her Highness further emphasised the importance of collective responsibility in shaping a fairer global future.

During the forum, officials took part in sessions alongside international colleagues, discussing critical challenges and exchanging approaches.
- HE the Minister of State for Energy Affairs Saad Al Kaabi stressed the importance of economic diversification in creating sustainable and productive economies for the long-term.
- HE the Minister of Finance Ali Al Kuwari participated in a discussion titled “Global Trade Tensions: Economic Implications and Policy Responses in the Middle East and North Africa”, noting the State of Qatar is pursuing long-term plans to achieve intergenerational equity and ensure the stability of future living standards.
- HE the Minister of State at the Ministry of Foreign Affairs Dr Mohammed Al Khulaifi participated in a discussion titled “Paths to Prosperity in Latin America: The Role of Cross-Regional Diplomacy”, outlining the State of Qatar’s approach to mediation.
- His Excellency also joined a panel titled “The New Syria One Year On: Assessing Progress, Opportunity & Challenges”, discussing Syria’s development since the fall of the Assad government.
- HE Dr Majed Al Ansari, Advisor to the PM and Official Spokesperson for the Ministry of Foreign Affairs, joined a panel discussion titled “Gulf-EU Relations in the Age of Strategic Isolation” and emphasised the importance of enhancing cooperation between the Gulf and the EU across politics, economics, and security.
- HE the Minister of State for International Cooperation at the Ministry of Foreign Affairs Maryam Al Misnad participated in a panel session titled “Restoring Dignity in Crisis: Innovative Models for Humanitarian-Financial Collaboration”, exploring how humanitarian action can move beyond short-term aid.
