Digital Agenda 2030, developed by the Ministry of Communications and Information Technology, is the cornerstone of Qatar’s national strategy to harness artificial intelligence and emerging technologies for economic competitiveness.
The strategy’s targets and digital economy initiatives include:
- QAR 40 billion GDP impact expected by 2030
- 26,000 new jobs to be created in the digital economy
- Qatar aims to become one of the top 10 digital nations globally
These ambitions are reinforced by NDS3’s innovation cluster strategy, which promotes public-private collaboration in high-growth sectors including fintech, digital education, and precision medicine, with an overarching goal of placing Qatar in the top 30 of the Global Innovation Index.

Recent landmark initiatives include:
- The Qatar Museums AI Art Tour, which uses artificial intelligence to guide visitors through Qatar’s collections
- Fanar AI, a digital tool developed to support Arabic language preservation and fluency

Smart & Sustainable Cities: Designing Desirable Futures
For over a decade Qatar has been a global leader in designing new models for urban development — where technology, sustainability, and liveability go hand in hand.
Guided by the goals of Qatar National Vision 2030, the country’s smart city strategy is reshaping how communities live, move, and thrive.
From data-driven infrastructure to eco-conscious design, Qatar’s flagship urban developments are setting new standards in the region:
- Lusail City is a fully integrated smart city powered by real-time data, featuring a city-wide ICT network, public Wi-Fi, and a smart Command & Control Centre that monitors traffic, utilities, and public services
- Msheireb Downtown Doha is the world’s first sustainable downtown regeneration project, with over 100 LEED-certified buildings, a 100% wastewater reuse system, and public spaces designed for walkability and cooling efficiency

Human Development is the first pillar of Qatar National Vision 2030, and a central driver of the country’s long-term prosperity.
With world-class universities, a digitally connected learning ecosystem, and a drive to align talent with future industries, Qatar is equipping the next generation to be the leaders of tomorrow.
The country is already home to over 30 international higher education institutions, including prestigious global names such as Carnegie Mellon and Northwestern.
Upcoming initiatives signal a clear shift toward innovation in learning. School Innovation Incubators, launching from 2025, introduce students to AI, robotics, and coding from an early age, while a new national curriculum emphasises STEM, digital literacy, and critical thinking as core foundations. Four new STEM schools are planned to open by 2026, which will collectively accommodate over 2,000 students.
Under NDS3, Qatar aims to significantly increase the share of students graduating in STEM fields, raise national performance in global benchmarks like PISA, and ensure that nearly half of the workforce is employed in skilled or high-skilled roles.
